Fake software spyware removal.?

I have a screen pop that displays on the desktop of each pair of hours saying that I need to install software spyware removal. You want to install the software speciic. I have tried using Spybot, but the message still appears. When I click on it leads me to this page http://www.antispyware-review.biz/?wmid=4663&pwebmid=1SOMv2YyoD. I feel it is a spam website. My McAfee scan does not show any viruses and I ran the Spybot a few times and the message is still there. How do I remove it?
